Hi, Iura. A warm-up question. Zuckerberg made a forecast for a decade for the first time, he usually refrained from forecasting. By the 30th year, he promises virtual reality, where we’ll be able to feel close to another person, even if he/she is on the other side of the world. He prophesizes a new social platform for small communities, so that people return to interpersonal communication. He also promises to small businesses the opportunity to beat the giants through access to technologies. What do you think about this forecast?

It’s good that it is for 10 years ahead. If it was for one year, then in a year he could be caught in mistakes. a lot of things will happen in 10 years, the forecast will be forgotten. As I remember now, at the time, Bill Gates said that 640 kilobytes of operating memory will be enough for computers for decades. I think that the forecasts are more likely an advertising than a vision. This is how Zuckerberg shares his plans with us while advertising them.

Let’s go down from the planetary level to the personal one. Alfa Soft and 2019. Are you happy with the year?

I think I am. We significantly increased the volume of work on information systems in Moldova.

What are you automating now?

We are working on an information system for judicial proceedings, this is the organization of workflow in the courts of all instances. We are working on the automation of the organization of transport and issuance of transport permits with the National Auto Transport Agency. And, automation of the maintenance of the register of firearms is a sensitive issue for me.

Well, considering that both you and your wife are engaged in practical shooting... By the way, how many firearms do your family have?

Let’s me count... Three carbines, two guns, four pistols, all for sports. And for you to understand, the entire licensing system is still based on paperwork. It is inconvenient for the MIA, it is inconvenient for owners of firearms. I hope that this year we will complete all these works, and Moldova will have a modern electronic information system to keep records of firearms.

A couple of years ago, you seriously experimented with blockchain technologies, you had even pilot projects. Do you turn to the blockchain in projects today?

No, we work on the basis of our own platform, the blockchain is not included in it. My opinion is that blockchain, when “hype” has already subsided and the desire to solve all possible problems on it has disappeared, will remain for those processes where it goes well. For example, for situations where several parties do not trust each other, and they need a system that ensures the correctness of actions of the parties. In cases of the automation of state management processes, the need for blockchain is limited today and the question: where the blockchain is needed, should be approached very thoughtfully.

What do you think about the “export” of automation technologies from Moldova or their “import” to Moldova?

As for the “export”, then everything is simple. Alfa Soft already has experience of working in dozens of countries. Therefore, the experience gained, including in Moldova, allows us to participate in tenders for similar assignments in other states. We are currently negotiating in Kyrgyzstan to automate their judicial system. In general, eight tenders are now being opened in Kyrgyzstan in which Alfa Soft may take part. In December, we considered to participate in an interesting tender in Libya, but, to be honest, the aggravation of the situation in Libya made me abandon this idea. We have never worked in “hot spots”, but in “warm spots”, especially in Africa, we failed. And we aren’t ready to take risks, there is no need. In general, in this decade, the international situation has really complicated our work in some regions. It remains only to sigh about a decade of “zero” years.

And what do you think about using the experience of other countries in Moldova. Like Estonia... Go, study, buy already worked out solutions....

Well, I’ll tell you a paradoxical thing. Moldovan automation projects are always the most difficult for us. We have a tendency to complicate the formulation of the problem, sometimes significantly. Sometimes it’s a real woe from wit. Rejection of someone else’s already proven experience often looks ridiculous.

OK, let’s keep a positive attitude. Are we moving forward in automation? What are Alfa Soft's plans for 2020?

First of all, it’s worth to complete all ongoing projects. And strengthen your human resources. You know how difficult it is now to find the right specialists in the team.

By the way, given the general complaints of IT people about staff shortage. You know what I’m speaking about. I’ll tell you a story that I’ve remembered very well after one of my interviews. A guy was working in a casino as dealer. His working mode was 20 minutes the roulette, 20 minutes rest. So, in these 20-minute breaks he was learning programming for mobile applications and six months later he quitted and found a job in an IT company. So, maybe we shouldn’t wait for programmers to graduate from the University, but seriously engage in propaganda and training? There is someone who languishes at the age of 20-30 because he/she cannot even earn 1000 Euros a month, while you are scampering with a lantern looking for specialists on the next street...

The idea is good. I’ll say more. Staff re-qualification is becoming an increasingly urgent issue in the modern world. The same management automation processes reduce “technical” jobs. Just remember, as Vysotsky sang: “There are few real violent ones, and there are no leaders ...”. To build such a training system, leaders and organizers of such a business are needed. We’ll not manage to cover this hole with a “must” statement...
