Doina Cotoman. Aversa – A "City" in Obor

Hello, Doina. I can't help but smile. This is our second interview in a row about "exceptional" projects in Bucharest. Should we start using more reserved descriptions?

We definitely will. But this time, I propose keeping "exceptional." Developers in central Bucharest have never before allocated 35% of a project's area for a park zone. The complex is located in the Obor area, and yet 28,000 square meters have been set aside for green space. Part of the park will be open to the public, while another part will be private for the residents of the complex. According to the developer's landscaping plan, 1,000 mature trees will be planted.

How is there so much space available in the center of Bucharest?

That’s precisely why the project is named Aversa. This area used to be an industrial zone, and the city center grew around it. The factory, called Aversa, had some buildings that were constructed as far back as the 1800s. Now, this space will be transformed into a modern, eco-friendly residential complex. Additionally, the developer has committed to significantly enhancing the area's social infrastructure by building a primary school for 250 children, three kindergartens for 150 children each, and even a nursery for another 150 children. The total cost of the project is estimated at 1 billion euros.

Bucharest developers certainly seem to think big.

This project is led by Canadian investor Michael Topolinski's family business. According to the plan, besides the 28,000 square meters of parks, 486,000 square meters of residential and commercial real estate will be built. The residential properties will be constructed first, followed by a few high-rise office buildings. Topolinski has been investing in Romanian real estate for more than 20 years. His family runs businesses in both Romania and Ontario, Canada.

As I understand it, you've already started working on the first phase of the project?

Yes, we have. The first phase consists of 551 apartments in 7 buildings. Since construction will speed up by the end of this year, the developer expects that the first residents will be able to move into the complex by 2027.

What types of apartments are available for sale?

There is a wide variety to choose from, ranging from studios to large 4-room apartments. And I have to mention a feature that impresses everyone—a rooftop pool. Not just a park for walking, but an actual swimming pool. Imagine sunbathing on a rooftop in the center of Bucharest in the summer!

I assume people aren’t buying these apartments just to live in them…

Definitely. Aversa is a very attractive project for investors, both for resale during the development phase and for future rental opportunities. Even the office buildings within the project will generate a high demand for rentals. Plus, the complex is within walking distance of the city’s infrastructure, including the Obor metro station.

What are the starting prices?

Prices start at 120,000 euros per apartment. The initial down payment is between 15 and 25%, with the remainder due upon project completion, which will take about 1.5 to 2 years. In the first week alone, we sold over 40 apartments, so the demand for Aversa clearly shows strong interest in the project.
